At first glance, I'd say it's a substitution cipher, just with non-alphabetic characters. For example, the sequence ↕y? appears quite a few times, and 4 times as a "word" on its own.

Offhand, I'd say it looks like Hebrew. I don't know any Hebrew though, so I'll leave someone more qualified to confirm/deny and hopefully provide some kind of translation.
